ICE Detains Local Business Owner Sparking Community Outrage

A long‑time Owego business owner has been detained by U.S. Immigration and Customs Enforcement, stirring concern among local residents and business patrons.


Officials said Roger Huang, who has managed the Kam Fung Chinese Restaurant in Owego’s downtown for over two decades, was taken into custody by ICE agents on July 9 at his place of business. According to neighbors and customers, Huang is well‑regarded in the community and poses no threat to public safety


Community members quickly mobilized in response. One regular patron stated, “He’s part of the fabric of this town,” a sentiment that was shared by many at a small vigil held outside the restaurant on July 10. Supporters are now exploring legal avenues, contacting immigration advocates and planning fundraisers to help cover Huang’s legal expenses .


An ICE spokesperson confirmed the detention but declined to provide specifics about Huang’s immigration status, citing privacy regulations. According to ICE’s enforcement protocols, actions are generally taken against undocumented individuals or those with prior removal orders. The agency emphasized that its efforts “prioritize threats to national security, public safety, and border security”


According to reports, local business owner Adam Weitman, and other members of the local business community have put up money to hire a New York City-based immigration attorney to assist Huang with his case.


The Kam Fung Restaurant remains open under interim management. Regulars expressed hope that Huang will be released soon and allowed to continue serving the community as he has for many years.
