The New York Civil Liberties Union has taken over the legal appeal of former Syracuse City School District Board of Education member Twiggy Billue, arguing that she was denied due process in her removal from office.

Billue, who was ousted from her position earlier this year, is seeking reinstatement through an appeal filed with the New York State Commissioner of Education.

The NYCLU announced it is now representing Billue in the case, contending that the process leading to her removal violated her constitutional rights.

According to the civil liberties organization, Billue was not afforded adequate procedural protections before the decision was made, raising concerns about fairness and transparency in the handling of elected officials within the Syracuse City School District.

The appeal centers on whether Billue received sufficient notice of the allegations against her and a meaningful opportunity to respond before action was taken — key elements of due process protections under state and federal law.

Billue has maintained that her removal was unjustified and is asking the state to overturn the decision and restore her to her elected position on the board.

The case could have broader implications for how school board members and other local elected officials are disciplined or removed, particularly in situations involving internal governance disputes.

The Syracuse City School District has not publicly detailed the full scope of the allegations that led to Billue’s removal but has defended its actions in prior statements, indicating that it followed established procedures.

The state Education Commissioner is expected to review the appeal and issue a determination in the coming months.

For the NYCLU, the case represents a test of fundamental constitutional protections at the local level.
